1970 D Jefferson Nickel Weird Face?

In my opinion, i can't tell if it's some type of dried liquid adhered to the coin or its something else. It does not look like lamination. It looks like it's on the higher parts of the coin, so it would make sense that if it were face down in some type of liquid that was shallow in depth, it would have adhered to most of that area on the coin.
It can be difficult to assess a coin via photos. It more than likely is post mint damage, something done after it left the mint. The original strike looks OK, it's just what ever that extra "stuff" is...Gary Kozera

Just My 2 Cents,
imo agreed may be some type of goop,
there are a few notable errors or varieties of subject variety, 1970 was only struck in D and S mints so there are no P minted of this variety,
check weight, hard to tell if this is from a stage of any notable listed with the pics
and also I would check for RPM there are a few. I notable listed on this variety hard to tell the reverse looks like erosion rather than doubling,
