In my opinion, this might be an RPM....repunched mint mark. It's not a large date over small date. Http://varietyvista.com has a list of over 100 rpm's for the 1960D year and mint mark.

This one through me off a little bit because it appears, in his photo that there is a complete lower outside loop. After I corrected his photo/ enlarged to 1200X900 standard it to me looks like RPM023. State I'm not sure - I think I see a NE/SW die scratch between the 1 and the 9 which Dr. Wiles does not list. Not sure the die state from the photographs provided.
