Yes, it was in 1990 or 1991 that the Mint added the mint mark to the design (master die/hub) basically eliminating the RPM's and OMM's outright.
From that point on, IF a mint mark looks doubled, since it is part of the design, there are two strong possibilities. Its either a doubled die or, it's worthless doubling.
