The strength of the letters around the rim lead me to believe this is environmental damage. If you look at the underweight planchet coin from the Heritage page you can see the weakness of the lettering from the underweight planchet. I believe your first coin was bathed in acid which removed 1 gram of coin weight.

I agree completely that the subject coin has taken an acid bath or has environmental damage. If this were struck on a foreign/incorrect planchet, the surface of the coin would still be relatively smooth.Bob Piazza
