In my opinion, it could be a mild lamination issue which was on the planchet prior to making this a coin.
I have seen many that look like this, with less wear on Lincoln cents. I am talking about the area around Liberty's neck. It looks like it starts really close to her hair curls, a place that is a good indicator it's pre-struck or during the strike. If it were PMD, this area would show differently.
